This sounds very practical, but won't anyone think about the poor pedophiles? One of the consequences of ending the shutdown would be that Johnson would need a new excuse to keep the House closed so that the Trumpstein files don't come out.
The nice thing about this, is that it's ok if everyone has a different priority. One person can prioritize mitigation, and his neighbors can stick with continuing to prioritize prevention. There's no "instead of" vs "some of" conflict, if you take a step back and look at the gestalt. win/win
I don't see what's so upsetting about this. He sees that he (and we) have lost the warming war (too many people are working directly against all our interests) so instead of trying to sweep the rising tide back into the ocean, he's focusing his efforts on what he thinks is the next-best thing.

It's creepy how important [TV] ads still are. What were we thinking, letting advertising budgets become *The* most important part of political campaigns? By continuing to see ads, we're _making_ them _need_ money, but then we're surprised when they sell us out.

We shouldn't ignore our strained relationship with Japan or else they could end up bombing Pearl Harbor. It may yet happen.

We should also put more effort into our space program to mitigate the risk of rivals such as the Soviet Union getting there first. It may yet happen.
Everyone criticizes Mike Johnson for defying the law, but what would _you_ armchair quarterbacks do if the president asked _you_ to cover up his pedophilia? Not so easy, is it? Sometimes to serve the interests of criminals, you have to break additional laws.
