I'd missed this. Evidently Rubio, Hegseth & someone from OLC told Congress in classified session that the administration doesn't currently have a legal justification for attacking Venezuela.

The lesson that here is that if you are a secret police type and you go along with a ginned up prosecution, you will be publicly humiliated on the stand and then the defendant will be found not guilty.
