The very first statute authorizing domestic use of the military during domestic emergencies, enacted in 1792 by a Congress full of the same folks who wrote and ratified the Constitution, expressly provided for judicial review in certain circumstances *before* the President could even send troops.

Something about having an out-party President starts to awaken congressional Democrats to the idea of talking about their own party and about Republicans. Most of the time (over the last 15 years) Republicans have written to constituents more about Republicans AND Democrats.

Interesting research here on how people think about/answer qs about democracy in surveys, particularly on the framing effects.

(Noting for people who don't click through: 44% is across a number of countries in 2017-2022; in US, it was 30%. Would love to see this fielded again!)
Imagine asking people two questions -- whether each of these is a good or bad way to run a govt:

1) having a democratic political system

2) having a strong leader who does not have to bother with parliament and elections

What percent says *both* are good?
