It's not clear from this ruling specifically, but googling around it sounds like she was trying to constructive-evict a bunch of tenants so she can sell their land to developers.

I do love how the first season is a more or less straight historical drama procedural and then Peter Keleghan shows up in the finale and the show realizes what direction it *actually* is going to end up going.

SF alien infestation story, goo and orifices stuffed full of tentacles and all that fun stuff, only instead of sneaking around and tricking people or just going full zombie horde, the infected character is acting like a teenager in an 80s anti-drug PSA.
