Era una iniciativa ciudadana que había conseguido llegar al Congreso gracias a las 667.000 firmas recogidas. Pedían que AL MENOS se debatiese sobre el tema.

Todos los partidos de izquierdas y los nacionalistas apoyaron esto. PP y Vox estuvieron en contra. El PSOE miró para otro lado.
