Genuine sympathy with Office for National Statistics on this. What's happened here is a bog-standard HMRC recording error on VAT which the ONS have been commendably open about. On substance, it doesn't change the outlook much as low VAT receipts always looked erratic.

A man has been arrested in London tonight for silently holding the magazine up in the street.
The front cover headline is “Sign of the Times” and is a picture of the protest placard which says “I oppose genocide. I support Palestine Action.”
Palestine Action has been proscribed as a terrorist organisation by UK government and anyone holding a sign of support is arrested for terrorism offences.

In fact at the time, it was widely accepted that several of the larger Latin American economies would reach European levels of development before the end of the century.

That all came apart by the end of the 1970s, but to blame it on ISI makes little sense.

This is an incredibly common misperception. The ISI period ran mainly from the late 1930s to the early 1970s, and peaked in the 1950s and 1960s. During this period, the ISI economies in Latin America grew extraordinarily quickly and produced many of the first development "miracles" in history.
