i can't think of a single bad thing about drugs that isn't better handled through consumer protection, manufacturing standards, environmental regulation and anti-fraud and anti-trust than criminalizing the manufacture or use of any particular chemical, qua that chemical

Hypothetically yes they can but they're going to be as shitty to the end user as they can get away with and the only realistic thing anyone can do about it is switch to a competitor to put pressure on them, it's fine if you don't want to of course but that's just the state of things
