It's a simple fix: return to status quo ante on global trade + tax on capital.
It is mathematically impossible to replace the income tax with tariffs without increasing the deficit by around two trillion dollars *each year*

at the same time, the swap would increase taxes on poor Americans despite still spiking the deficit by tens of trillions over the decade
