Considering that Guterres basically resorted to public statements and general appeals to humanitarian values when Israel began both the genocide in Gaza and the persecution of UN agencies, I'd say his leverage is pretty close to ZERO.
Several countries, including Mexico just now, have called for the Secretary General to use his good offices and mediate. Other Secretaries General have done this, but Guterres has not often leaned into his political mediation role, and it’s not clear how much leverage he has over the US
