I never trusted our Tech Overlords, but I didn't expect such rash & arbitrary action.

Even if the people in those boats were planning to sell crack at schools, they would not be subject to capital punishment. Let alone summery execution.
Had they been captured and questioned they could have offered actual intelligence about stopping the flow of drugs.
