Ross'vehicle blocked Renee Good's vehicle. He wasn't on an operation. One of the ICE vehicles got stuck in the snow. He recorded the incident, knowing that he was going to murder whoever was in the car. Ross needs to be removed and tried for murder. He is or is on his way to being a serial killer.
