Since 2011, the CFPB has returned over $20B to consumers.

Could it be that Trump's BLS cherry-picked the few price categories that Trump had been using to say inflation is down? All the others didn't include in their calculation, as unfinished for the month. The release was just in time for his prime-time speech to the nation. Coincidence?
