I'm not sure how 4,000 national guard members (who don't want to be there) and 700 marines (who really don't want to be there) can control the state's 39M (give or take) population...

Protests are not illegal. It's a Constitutionally protected right. I've reviewed the text, and it applies even if people are protesting a Tesla dealership.
