Part of the problem is they get much of what they want just by creating uncertainty, even if the courts ultimately stop them. If you’re a foreign student who can get into Havard you can go anywhere. Are you really committing four years of your life (and a hefty tuition) under these circumstances?

Per source, NIH has been instructed to hold off from issuing ALL awards to Harvard, Cornell, Columbia, Brown, and Northwestern (including med schools)
