I'm confused, was Renee Good a threat to the armed agent after she'd been shot in the face? Was she still a threat after she'd been shot twice in the face? I guess three times was required just to be certain that she wasn't any further threat while she drove away slowly in the opposite direction...

Before shooting her dead, the ICE murderer was filming the incident on his phone. That's the only footage I haven't seen...
