It's a shell game. Trump is taking money from soldiers' housing subsidies to "give" them $1,776 "warrior dividend" checks.

In an early scene,Roman soldiers are killing locals, and there were women and children.Commander says "What about them?" Senator looks at him "Kill them all !" Sound familiar?
