this one gets at the big issue — a hierarchy or pyramid doesn’t work for strength of the evidence because a) it isn’t one, and b) it depends on the question(s) you are asking
a shitpost pyramid with “the other shit” on the bottom and “Thoughtful, well-conducted studies of any design” at the top. probably the best version i’ve seen

In many jurisdictions, 'no-fault' auto insurance coverage may be able to pay for some of these expenses.

Systemically, this creates a financial signal of the safety or un-safety of driving practices and road infrastructure.

Filing an official collision report helps to document details that may be essential for reimbursement of health care expenses or compensation (e.g. lost time from employment or caregiving).

Details of the incident can be recorded early. Concussions can impair memory.

People hit by cars can have injuries with an unpredictable recovery course (e.g. concussion). Medicare in Canada often does not cover key services that aid recovery, such as physiotherapy and medical devices.

If the patient needs these, they may end up paying thousands $$$ out of pocket.

Saw a patient in the ER that was struck by a car while riding their bicycle. They noted that they were not intending to make a police report because the driver had stopped and been nice. Mutual kindness is heartwarming, but there are reasons why making an official report is important.
