While similar to post-conviction carceral citizenship, incipient carceral citizens uniquely experience uncertainty and constriction (or the narrowing of one's social and legal landscape), furthering marginalizing people charged with crimes.

It reveals the experiences of mothers who fear CPS will take their children away, while also exploring why people report to CPS and the process of investigation.

it's a deep dive into how the cook county sheriff's office worked with the university of chicago to build a web of surveillance for people one electronic monitors.

I call this experience "liminal punishment" which I argue is one form of poverty governance wielded over people in "in-between" spaces. I show how threats of jail coerce people into performances of deservingness that often go beyond the formal requirements.
