If you offer them a drink and they decline, don't ask them why. It's not your business.

Just offer them something without alcohol to drink instead. And move on.

I can honestly say that being just plain nice to people makes me a much happier person.
i say thank you to the bus driver when i get on and yell thank you when i get off every day i ride the bus, and i take two buses to and from work, being nice and friendly costs you nothing and should be your default expectation for yourself because it improves your day and everyone else’s day
Being nice to people is just fun. Asked young server at taco place how her day was going (fine but tired) and she asked me back. I said I managed to finish my to-do list and she unexpectedly gave me a high five! Treating people like people is always rewarding.

Alabama plans to execute Anthony Boyd next week with nitrogen gas for a 1993 murder.

No physical evidence linked Boyd to the crime.

He was convicted solely on the testimony of a co-defendant who avoided the death penalty by testifying against him.

Thematically, I think this is the most effective approach to protesting or current circumstances. Heighten the absurdity of the government's tactics by holding up a mirror. The more disproportionate their anger, the more everyone laughs at then and the weaker they become. Then we win.
