It IS brutal. And Hammett never tells the reader what Spade is thinking or feeling, only what he's doing or saying. Probably the only reliable compass of Spade's worldview is that weird, lovely digression about Flitcraft. That and his insistence on not playing the sap.

My impression is he sees Europe as basically nations with order & other places as disordered. And yes, that sense of order has a definite racial component.
