Public services cannot ‘lose’ money they can only ‘use’ money.
Yes there are areas where they can ‘use’ money more efficiently, but their purpose is to ‘use’ money to provide us services. Money that we, the taxpayers have allocated as a necessary cost for the greater good.
It is called Socialism.
