As is impoundment of Congressionally-allocated funds, as I understand it.

Also no state or federal judge who takes seriously her oath of office would uphold such a state law. Both the Constitution and federal statute forbid such a measure. If undertaken, it would have to be done in knowing defiance of federal law. It’s an inherently revolutionary act.

genuinely crazy to me how unitary executive advocates read the vesting clause as granting a huge scope of essentially royal "inherent" powers. one would think that if the framers intended to give the president royal authority, they would have just said so.
