The CPPA launched a privacy sweep with the AGs of CA, CO & CT to investigate businesses potentially not honoring Global Privacy Control (GPC) opt-out signals. Under the CCPA, consumers have the right to stop the sale/share of their data. Report violations: cppa.ca.gov/webapplications/complaint

Yes, this was puzzling me at first, as well--but I'm pretty sure the reference is to march-in rights, especially as the WSJ article you were quoted in talked of unspecified "breach" of "requirements." Additional licenses could be granted to favored parties.

The @statnews.com story suggests they are thinking of march-in rights, but that would only allow them to grant additional licenses after determining that certain statutory criteria are met, which Harvard could appeal to the Court of Federal Claims (see 35 USC 203) www.statnews.com/2025/08/08/h...

This threat to "take over" Harvard's patents is bewildering—seems like yet another example of using a tenuous legal threat to retaliate against universities for not complying with unrelated demands. I'm quoted in this WSJ story (gift link):

The strong privacy/confidentiality protections for tax data protect the integrity of the system and allow us to TRUST it with our financial data. The administration's intent to flout these protections and use IRS data to find people to deport tears this trust asunder.
