GW Bush glued 22 federal orgs together to form homeland security in 2002/3. Largest govt reorg since the 40s. Given the lawlessness and fascism, no reason the next president can’t reorganize it. Break it up, abolish ice entirely, fire the incompetents, and transfer the rest somewhere useful.
