Means testing costs money.

It makes conservatives feel like they are preventing abuse (benefits going to the "wrong sort"?), while also codifying abuse (questioning people's need, excluding people with needs from the benefit).

The cheapest way to provide benefits is not to means-test them.

I guess this means that French would also be anomalous by this metric. From what I've seen, sound change quickly outstrips orthographic change and then governments have to take steps if they want to update how things are written (it was done in Japan under outside pressure).
