The logic is pretty obvious here. Presidents can’t declare war so anything the president does without Congress can’t be a war. It’s not an assessment of what’s happening; it’s an excuse.

Take heed Chicago. Uber directly benefits from gutting our public transit service. Remember that.
When Lyft or Uber asks you to contact elected officials to "keep rideshare affordable" remember that they profit from undermining public transit and increasing congestion. Use them where necessary, but don't let them use you.
