I’ve been in teargas situations. Teargas is a neurotoxin banned by the Geneva convention for use in war. It tells your brain you can’t breathe. Strong scents like vinegar, ammonia, menthol, onion, remind your brain that you can breathe

It's not an "embarrassing climb down", it's re-evaluating poor policy and making it better.
And there is nothing wrong with making a U-turn; you make new decisions when the information changes.
But none of that makes for good headlines 🙄
