I don't think it's obvious because of the overwhelming amount of chaos in the news, but this is the biggest shift in American foreign policy since 1945. This is a titanic shift, and I'm not sure anyone knows what the result is going to be.

Yup. If the President can unilaterally stop Congressional appropriations, then we're past any 'guardrails.' Congress is now an advisory body; it does not control the power of the purse.
my view is that as soon as the administration froze disbursement of congressional appropriations we entered constitutional crisis territory
