I think what people who decide to oppose an available option b/c they decided ahead of time that it would fail actually want is to give themselves some sense they can control outcomes.

Knowing something will fail and not even trying is failed. But at least it is an outcome, and you controlled it.

Impeachment means nothing without conviction and removal. He's been impeached twice already and that did nothing because Republicans won't vote to convict and remove because they are morally bankrupt garbage humans just like TFG.

Every member of Congress should draw up separate articles of impeachment for a different impeachable offense.

Once those articles are rejected, draw up new articles of impeachment for those involved in rejecting it, and articles of impeachment for a new impeachable offense, or the same one again.

People will say "impeachment doesn't do anything, so why bother?" And the answer is unless you are personally willing to take up arms in violent revolution, impeachment is the process. Malicious compliance is a thing. You file articles of impeachment until it's all anyone is talking about.

And I strongly suspect that this concern is mostly expressed by those who are skeptical of renewable energy for whatever reason. One of the many reasons people are "skeptical" is because they have interests in other forms of energy and don't want worthless oil fields. And they make propaganda.
