Are houseless people in urgent need of psychiatric treatment or are they in urgent need of, say, HOUSING?

There is no level of adequate mental health care that can be given to someone who is houseless that will change the structural conditions of their houselessness. Safe shelter is a baseline, a foundation, for any remotely useful psychiatric care.
