There is video of the shooting of a woman by ICE in Minneapolis circulating that shows an ICE agent repeatedly shooting her at point blank range while she tries to drive off. There was no obvious threat to any ICE agent.

Last I checked, Article I, Section 9, Clause 7 of the US Constitution still exists.
No one can spend money in the US Treasury without congressional authorization.
This clause is central to the separation of powers.

Trump seems to be threatening to NATO because he didn’t get the Nobel Peace Prize (which he misspells). Of a piece with reports that he refuses to back Venezuelan opposition leader Maria Corinna Machado because she accepted the Nobel Peace Prize he wanted.
