4. And this is hardest to replicate, but in the Netherlands, ~100% of drivers also bike regularly, or used to, or do sometimes. They are on the lookout for bikes. But the only way to get there is to build the intersections and other infra to get the majority of people onto bikes.

This is so stupid.

You can build a house with non union labor, but if you want to build a small coach house in the back you must use union labor?
Some sort of “limitations and local review” and a union labor requirement for an ADU (lol) sounds like, in effect, Chicago has chosen to not allow ADUs

The liability comes from a pension cap change:
• Old cap: $127,283, rising by ½ CPI or 3%
• New cap (7/1/25): $141,408, rising by full CPI or 3%
Just like a hike to your credit card interest rate, a small tweak compounded over decades is extremely costly.
