They might have dumped it in a donation bin rather than sold it; I don't know how a phone would wind up in a machine like that, and without having been wiped or anything. It's not completely clear to me whether the goal was money, or a quick disposal of the stolen phone avoiding paperwork or hassle.

The seized his phone (which had video of the whole encounter) and when he got out of hospital he used Find My Phone to track it to a "vending machine for used electronics" near the ICE detenetion center. Seems too fast for government processing of seized property, suggests an ICE agent did it.
