The interpretations are (1) thuggish and very stupid ICE agents stole the phone and tried to sell it or (2) thuggish ICE agents kidnapped and brutalized the kid and threw his phone out the window or dumped it in the gutter, laughing, and someone else found it and tried to sell it.
Yes, immigration agents not only took Arnoldo's phone, the 10th grader had to use Find My Phone to locate it — in a vending machine for used electronics, close to an ICE detention center.
