Where are the arrests?

If the Venezuelan sailors were enemy combatants, then the 2nd strike is a war crime.

If the Venezuelan sailors weren’t enemy combatants, then both strikes are criminal murder.

I watched Once Upon a Time… in Hollywood 🎬 for the 20th time and I can’t believe I only just noticed the final scene represents Rick’s TV career leaving him (Cliff appears like he’s in a TV screen as he drives away), followed by the gates to Rick’s #movie world opening up for him to walk thru.
