This Carrier Letter serves as a second Addendum to Carrier Letter 2025-01, and supplemental guidance to Carrier Letter 2025-05. The guidance outlined below supersedes any previous Carrier Letter with conflicting information.
For Plan Year 2026, chemical and surgical modification of an individual's sex traits through medical interventions (to include "gender transition" services) will no longer be covered under the FEHB or PSHB Programs. This exclusion expands upon Carrier Letter 2025-01a and applies regardless of age.
As an exception, counseling services for possible or diagnosed gender dysphoria must still be covered. Covered counseling services must be provided by a licensed mental health provider and may include those who provide faith-based counseling.

The U.S. Air Force is denying early retirement to all transgender service members with between 15 and 18 years of military service, opting instead to force them out with no retirement benefits, according to a memo seen by Reuters.

The move is the latest escalation by the Trump administration as it seeks to bar transgender individuals from joining the U.S. military and remove all who are currently serving.

This is outrageous. The FTC has carried out its mission of protecting consumers and taking on monopolies in a bipartisan way for more than 110 years. Illegally gutting the Commission empowers fraudsters and monopolists, and consumers will pay the price.
