I have to say I'm a little confused about this report. I thought schools and local authorities already had a three step program of support for children. The school I'm involved in is exceptional for inclusion, but all schools should support all children.

This may make me unpopular, but I believe you should only replace yourself. My partner and I have two children, Johnson now has - a lot! 4 with his current wife! I don't think this is responsible or sustainable.
