They left the dog. This civil servant, who deployed with wife & 3 kids to frigging KINSHASA (to support development of Congolese capacity to sell cobalt to not-China, which is a policy goal that sells itself) was told by US Marines to load into a raft with 1 backpack per person. They left their dog.
