True cost-per-effect must therefore account for not only how efficiently a weapon performs in combat, but also how rapidly it can be produced, replenished, and adapted under wartime conditions."
In a seminar, we once had to calculate the cost of an F35 jet. It was a group work and the groups arrived at vastly different numbers - because it depends what you include in the calculation. There is not one correct number.
Useful reminder how difficult it is to correctly calculate the cost - and the benefit - of counterdrone measures (as well as other defence systems).

If the Commission needs a compact analytical cell to improve intelligence briefings, that is defensible. But such a unit should sit under EEAS authority, with shared governance from the Council. Anything else will deepen fragmentation and mistrust. Better a trusted system than an ambitious one.
