1) A robust donor free supply chain for PPE in the event of another crisis

2) Stockpile of up to date PPE.

Actually we did. We had lots of data on how pandemics worked, how we dealt with SARS/ebola before it much better (eg stopping flights), we knew how Spanish Flu impacted.

My memory of this time was one where we saw the Chief Exec of the hospital I work at turn to staff to try and reassure them that the airports would be closed/we'd quarantine the country.

3-4 weeks later it was clear nobody was going to stop flights in from outbreak areas.
