Typed letter with redacted recipient: November 7, 1918. I am enclosing to you herewith a copy of two lists of books and pamphlets which the State Council of Defense have requested us to remove from our shelves for the period of the war. I am glad to do this because of the importance of the matter, and because the list comes to us somewhat officially from Mr. Kaiser, the President of our own State Association. I trust you will attend to this at once, and write this office if any information comes to you relative to these books which the State Council ought to know. Very respectfully yours STATE COUNCIL OF DEFENSE OLYMPIA, WASHINGTON LIBRARIES AND CENSORSHIP. BULLETIN NO. 1. 1. Many publications have found their way into American libraries both before and since our entry into the war which for reasons growing out of the war should be suppressed. Various reasons apply, but usually the following: The publication is (a) Avowedly pro-German, or (b) Ostensibly fair but secretly pro-German and misrepresentative of facts, or (c) Pacifist, or (d) Too vivid in the portrayal of war's horrors and likely to lessen the courage of both soldiers and their families at home, or (e) Too confusing as to issues involved, attempting to bring in class prejudice, ete., or (f) Of benefit to the enemy if cireulated. 2. We advise you to withdraw from your library until at least after the war the publications on the accompanying lists, doing so without publicity. We advise you to withdraw all records of your having these publications from your public catalogs, keeping a private shelf-list. 4. We advise you not'to argue the question of censorship with critical patrons but to refer them to the State Council. 5. We invite your co-operation in the way of sending new titles for consideration to Mr. John Boynton Kaiser, Librarian, Tacoma, Washington, President of the State Library Advisory Board, who is serving as a sub-committee on this question with the State Council of Defense. 6. Our program on this subject will be made to harmonize with the policy of the National Council of Defense, the American Library Association, and other National bodies having it under consideration when any national poliey is announced. This is really interesting, and points to the need America has for a viable third party.

For example, I'm not a Dem, I'm "pro whatever party gives me human rights and stops hurting my friends". I'll vote blue when there's no better alternative, but I'm tired of choosing the lesser evil.
