The instinct is not suppressed, the takings are just redistributed to avoid hegemony. But there obviously has to be a counterpower to do so, in this case the govt in Keynesian mode, and this was allowed to atrophy. And of course counterpowers are not necessarily perfect or good on every front

as far as mass action I think the only way is through a persistent and prolongued debt strike. china is a legitimate counterpower in that they could "call the question" on the mushroom cloud of US debt. I don't think they'll do that unless they absolutely have to
