I'm wondering if the fella (an assumption, but one I'm comfortable making) wanging on that 'excluding them from meaningfulness due to their ontology' is applied consistently, or does he try to establish relationships with the memories of people he's dreamed, or a star wars toy on the bookshelf.

Feasibility is one thing, meaningfulness is another. Many of the necessary technologies have not even begun to be developed. Not to mention the base that the robots would have to build before humans visit. Not for at least 30 years.
