Farm to Factory by Allen (2003) was a good book on this subject for sure. I think it's hard not to make value judgements on such a large simulation. NEP suffered under unique constraints post-war. I think Preobrazhensky ended up being vindicated, but the plan needed changing in the 60s.

Notably, Allen's model treats plan and market as equivalently efficient.
If you think that markets have any benefits for capital allocation or labor productivity, then "NEP + indicative planning to boost heavy industry" comes out substantially ahead.

the NEP absolutely needed reforms by the late 20s. the grain procurement crisis was a real problem. but nobody thought that the solution was to functionally launch a class war in the way Stalin did. it would've been eminently possible to handle through shifts in taxation

i was reading raya (sue me, despite being a social democrat, i still read theory) and while she rightfully points out that he was weaker on dialectics than lenin, i do genuinely think the NEP was the best way for Soviet catch-up growth
