Right, I think Bush said no for obvious reasons. This seems like a strange boundary. Israel signed, then a genocide? Typically wouldn’t countries run by sociopaths not agree? How do we get to actionable enforcement without mandating the agreement part? Maybe I’ve got Star Trek derangement syndrome.

Well, sociopaths are sentient, right? I think a major aspect of emotions that AIs currently cannot experience is the physiological effects on our body. Quickening heart rate, breathing, arousal, adrenaline, arousal, etc. But some aspects of emotions seem to act like an algorithm to modify behavior.

It's only controversial to sociopaths who can't mind their own business. The worst thing we as a society could ever do is follow "leaders", because we end up with some really twisted fucks.
