I think you're thinking of vgadvisor. I don't know if Commands for Gamers (AKA GameObjectives on twitter) ever moved to bsky or Tumblr. While a similar concept, in practice it had a fairly different (and, IMO, funnier) output. It sadly seems to not exist anywhere now.

for me: thick, dark, unrefined bubble lines; drawn while clenching the stylus to near breaking point. Maybe sharpish bubble corners. Could give the bubble multiple radiating outlines too, like dark circles under someone's eyes, but that might be closer to "weary" territory.
