Indeed, a despot usually weakens a fascist regime, as they're surrounded by appeasers who hate each other and want to stay on the gravy train (or not get executed for treason). Long running fascism requires trust in subordinates and delegated authority to deal with "threats."

Need at least one that wants rule of law. Maybe two.
