I have suggested that the government just require the company to turn over non-voting shares equal to the targeted tax rate. If we want a 25% tax rate, just turn over non-voting shares equal to 25% of the outstanding. These get the same dividends or buybacks as other shares.
To reduce tax avoidance and all the economic inefficiencies it drives, we need a flat tax on securities, collected direct from the issuer rather than owner. E.g., Amazon pays 1% of market cap annually. The tax burden will fall on wealth wherever it resides, in the form of reduced ROI.
