Translation: Putting people in military barracks is good, because it has connotations of prison, punishment, and control. But only if the barracks are remote and out of sight, with people properly concentrated and fully excluded from society.

We talk a lot about the foreign policy legacy of the Blair/Bush years and the templates they created, but I think there is also something significant in the response to Katrina. Widely and rightly viewed as a horrorshow at the time, it also seems to have become the blueprint for mass displacement.
