The Office of Management and Budget sent a notification to Congress about their intent to use research and development funds to pay members of the military, two sources with direct knowledge tell NBC News.

A spokesperson for the OMB confirmed to NBC News that it plans to use the research and development funds and that there are two years' worth of funds available within the Department of Defense.

There have been 44 outbreaks** reported in 2025, and 87% of confirmed cases (1,355 of 1,563) are outbreak-associated. For comparison, 16 outbreaks were reported during 2024 and 69% of cases (198 of 285) were outbreak-associated.

I'd call them inward tails. Most western comics use off panel tails or avoid covering the speaker the tail is meant to point to, so I haven't had the opportunity to try them. Inward tails are pretty neat and, if done well, can be easy to understand in manga and indie books who draw from that style.
